Here’s a possible reason for the removal of the iCloud Activation Lock tool

Yesterday AppleInsider reported that Apple has taken down the iCloud Activation Lock status page on its website. The tool offered a way of determining whether a used iPhone, iPad, iPod, or Apple Watch was stolen. There was no explanation from Apple for the move. However, MacRumors has apparently found one.

Evidently, the Activation Lock website was a vital part of a bypass hack used to unlock devices bricked by Activation Lock. The process is demonstrated in a video

at the MacRumors website. This could explain — but we’re not certain — a mysterious Apple ID bug that's been plaguing iPhone owners for months.
